Fixed a bug in the top page slider and tabbed article list

【Contents of the fix】
■Fixed a bug that the link from the small thumbnail does not work properly when the header slider is set to “No Slide” when displayed on a smartphone.
■Fixed a bug that the random display in the top page tabs Article List 2 and 3 did not work properly.
