Multiple bug fixes

【Contents of the fix】
■Fixed the bug that “Layered Image Display Position (Vertical Direction for Mobile)” in “Layered Image Contents” of the fixed page “Landing Page” template is not reflected.
■Added a theme option item to show/hide the eye catching image on the announcement archive page.
(Added in TCD Theme > Announcements > Other Settings on Archive Page > Announcements List Settings)
■Fixed a bug that the map saturation was outputted as -100 when it was set to 0 in Theme Options > Quick Tags > Google Maps settings.
■Fixed an error that occurs when the type of article to be displayed in the news ticker in the top page “Design Contents” is set to “Announcements”.
■Minor fixes (change of character encoding)
