Tweaks to theme options and multiple bug fixes

【Contents of fixes and feature additions】
■Change the wording at the top of announcements (Theme Options > News)
“The header image and catchphrase registered below will be displayed on the top page and the post page.

“The catchphrases registered below will be displayed on the top page, list page and detail page.
　The header image will be displayed only on the list page and detail page. The header image will be displayed only on the list page and detail page.
■Add the original widget “Archive drop-down menu (tcd version)
■Fixed a bug in the original widget “Designed article list (tcd version)” that the date is also hidden when the “Show thumbnails” checkbox is unchecked.
■Fixed a bug in the original widget “Designed Article List (tcd version)” that the date is also hidden when “Show Thumbnails” is unchecked.
■Fixed the scrolling position when tapping the scroll down button in the top slider or pressing the page top button when displaying on a smartphone.
■Fixed a bug that the main color of the global menu is not applied when viewed on a smartphone.
■Fixed the error displayed when pressing the Save Settings button in the theme options and to resolve the error when the debug mode is on.
■Fixed a bug where the input items in the theme options would be automatically translated.
