Added functions, fixed bugs and adjusted display style

【Contents of fixes and added functions】
■Adjusted the fixed footer bar for smartphones.
※Fixed the interference of the animation with the page top button.
■Fixed a bug that the bottom of the image was obscured when only one slider image was set in the top page header slider.
■Added functions common to all themes (display switching function for pictograms, loading screen, and favicon registration function)
■Fixed a bug in which the main color range of the heading color of staff contents on the top page was applied.
※Fixed the application of the main color to the background of the headline text so that it is applied to the entire headline.
