Multiple bug fixes and specification changes

【Contents of the fix】
■Fixed a bug that the email notifying the member registration was not sent to the administrator.
■Fixed a bug that the contents of the TCD theme options were not displayed when Settings > General > Site Language was set to English.
■Fixed a bug that the number of items displayed in the “Announcements” section of My Page was not adjusted.
■Fixed a bug that the photos set in the content builder on the top page could not be narrowed down by category.
■Fixed a bug that the fixed post bar on the blog and photo submission screen would be hidden.
■Fixed a bug in the slider.
■Reduce the load of scrolling-related js
■Fixed an issue with image uploads on shared servers on Name.com.
■Fixed a bug where the “Like” tab of the photo archive and photo category archive would be displayed when “Like on blog” and “Like on photo” were turned off.
■Fixed the article link on the ranking page to refer to the guest access rights setting of the photo if it is a photo.
■Corrected the url of the site information button in the default footer widget when not logged in or logged in to member registration when not logged in and My Page Notification when logged in.
■Fixed to switch the display between logged in and not logged in when installing the “Register” button.
■Fixed a bug where users other than the administrator could not delete photos posted by themselves.
■Fixed a bug where the “Display order of articles” of the designed article list was not saved in the order of number of accesses or likes.
■Fixed a bug that the width of the content could be exceeded when writing long sentences of half-width alphanumeric characters in the body.
■Added sample images.
