Fixed a bug in the display of the menu and header image on smartphones

【Details of the fix】
■Fixed the behavior of the menu on smartphones.
■Fixed a bug in fixed pages 3 and 4 where PC images were not displayed when there were no images for smartphones.

【Information about compatible browsers】
IE10 and earlier browsers are no longer supported by Microsoft in January 2016.
As a result, TCD themes will no longer be supported or modified (display and functions) to support older browsers.
※We will continue to provide support and fixes for IE11 and later browsers. We would like to thank you for your understanding.
